The vagueness is demonstrating that the completed product meets all of the building code requirements - the original intent of these was of course not habitation so the local agency (LA County in this case) needs to be provided the evidence to approve these as structures meeting building code requirements.

Yesterday I sent them an email reminding them that rent is due on the first, that the 3 xtra days they have for paying is just a courtesy but not to become a habit paying date.

You need to check your lease and relevant state statutes and case law on the matter but typically in a situation where the home is still habitable you would reduce tenants rent by the reduction in value of the property, which is likely substantial when going from 3br/2ba to 2br/1ba.

There are several reasons for that,   summed up they are:1)  the duplex is the oldest property (pre-1900) and while well maintained,   is economically and functionally obsolete2)  Located on L2 zoned land  (4 townhouses,   small apartment/ SEDU complex, etc) would be allowed on lot.3)  I was ready to end house hacking,  I had lived in one unit of the duplex since purchase4)  Lower unit (one I owner occupied) not habitable per Seattle rental inspection ordinance.

I don't know how you're finding buyers but also without being too mystic, if you approach a buyer with some information on their specific buying habits (i.e area, price range, home type), they're far more likely to entertain a conversation past 10 seconds and many times you'll leave with an email/number.
