One of the easiest ways is go to the county appraiser website and lookup street names. Don't put in the street number.  It will give you a list of every owner on the street by name.  Look for duplicates. Download into excel or a crm and them scan for the duplicates.  There you have investors on that street.  Then do the next street over and the next street over for the whole neighborhood.

If you want the whole city the do a lookup by owner name and put in "investments" or "properties" and it will give you a long list of owners with those words in the title.  Now you have a city wide list of investors.

You might need to dig a little deeper as some of those investors may not have been buying for several years. In that case they might be potential sellers now or in the future.
