You only have a certain amount of days to return the security deposit (usually by state legislation) or a breakdown of why it's not being returned fully, or not at all.

That is why we need to change the law in Missouri - I just received notice from the Ohio REIA that one of their state legislators had introduced legislation to make it unlawful for a city owned utility to charge the owner for the tenants unpaid bill.
