Here in the same county, a friend of mine had an large, older ranch home, built in the 50's, on a gorgeous piece of riverfront property (in a very desirable, upscale, neighborhood), that still had the original electrical meter , and the power cable /electrical feed coming into the house right next to the front door!!!

We've worked and/or lived here for many years and want to own a piece (or more) of the city before it is too late. 

After flipping several houses over the last 3.5 years, I am now wanting to get into rental property, so I bought a piece of property where I can build 7 new houses.

Make friends increase your circle of influence - Hire a private detective - they are good at finding people (give his a piece of the profits)Check the death notices or search government record for certificates of death, check the obituary for next of kin - contact them. 

The pieces that you are missing are fairly easy to learn, especially if you have any knowledge of construction finance/draw process and reading/executing contracts. 

I'm in the process of finding all the right pieces including forming an LLC. 

My property is located approximately 20 miles from Austin. It is the second highest point east with views of five counties. I think it would make a great water park having sand in place already with virtually no rocks...

The eligibility matrix shows a distinction between 1, 2 and 3-4 units right?  

The key is not the type of real estate you are buying or the number of pieces.
