Should I just always assume I'm going to need new floors throughout, new cabinets, countertops, appliances, most or all of the light fixtures replaced, new paint in and out.

We're currently doing some mild cosmetic renovations like flooring, paint, and code updates in all three units.

Simple cosmetic updating - LifeProof flooring, paint, ceiling fans in living room and bedrooms, electrical switches/outlets, and updated light fixtures.

I am a contractor , I dont supply a count of 2x4's and prices , tubes of caulk and gallons of paint .  

I've looked at a few 30+ unit value-adds in that market that pencil out nicely with minor rehab needed (paint/carpet/appliances/fixtures).  

The time specified in the contract was never respected, not the construction set I sent, but the results were going OK, and I was dealing with it, trying to finish.Suddenly The guy disappeared, He didn't reply any or my emails text or calls, even I was following through pictures, some things he said were done, are in reality not done.By mistake the kitchen cabinets and backslash were removed when the construction plans I sent was specified just to paint them, and I'm thinking they probably demolished it by mistake adding a big expense. 

If you smell smoke, go ahead and paint before flooring goes down.

I am trying to avoid an FHA (203K) because I do not want to get stuck tacking on thousands of additional dollars (that I will be paying PMI on) to pay a professional to paint the inside and outside of the house to meet the "no peeling paint" requirements in order to close on loan.
