How do I report this to the credit agencies and go about collecting my money?

There is no agency relationship since the contract expired. 

I'm not specifically familiar with any Houston requirements for a "Contractor's License" but there is not a State of Texas requirement for a "Contractor's License". 10 - 15 Years ago, the Legislature passed a requirement for all Builders to "Register" with a State Agency (I forget which one) but the requirement was dropped in the next legislative session.  

Even though the HUD program doesn't require you to be experienced, the program is truly created for a more experienced investor because of the cost and the structure of draws.If your loan amount is $1MM above you can go to Agency which does offer 5-year, 7-year, 10-year etc. fix with up to 30-year amortization.

I was sent to a collection agency for the fines and have been paying them for over a year.

I have no desire to work towards obtaining rank in my current agency.

Does anyone have any tips for working with a collections agency to both recover money and also flag a former tenant after a similar experience?

They report to the D&B so you will show business credit there as well as the regular 3 credit agencies.4) give it time!

I know I’d have to join an agency to gain access to MLS, though, or pay out of pocket, but I don’t know.
