FHA requires habitability, so broken windows will be a problem, leaking ceiling, obvious plumbing or electrical issues, etc.

While it is possible the increase pressure could cause some leaks if the pipes are rusted, its not likely if your not seeing problems currently.  

I have done it on third floor apartments where the first two floors are Gas heat and the heat from those apartments rises to warm that unit but I have seen it way more often than not that it turns into a disaster

Also, gas and vehicle wear & tear, marketing expenses, never mind whatever their broker split is, or any other fees their broker is charging them.

One time I called questar and asked them the average monthly cost for a certain address that had a shared gas meter. 

It could be the seller is hiding issues (bad roof, leaking foundation on good rains, yard floods, sewer line problems, etc). 

Water leaks and damage tend to be remedied by removal of a 12x12 in sheet rock and section replacement which can be done very affordably and sheet rock replacement is always easy - scope it a worst case $2.5 / ft.
