Does anybody have a title agency they could refer to me in the Colorado area? 

Prior to recently obtaining my real estate license, I built and sold a successful independent insurance agency located here in Pinellas County.

Yes, @Jim @Jim Cummings, what I mean by $1M is based on my liquidity I can secure upto $1M or little over that, of agency debt.

They worked closely with the mental health case managers and would often call the mental health agency to get a tenant checked on, if a client/tenant seemed to be decompensating. 

It would important to have a Dual Agency "Informed Consent"  signed in AZ.

I Would like to hear about you experiences with Agencies. 

They are dual agency collecting the full commission.

My agency also does not have a training program at all.

The insurance agency - state farm has ask for photos of the outside of the home. 

Hindsight and all that, but when dealing with picky governement agencies known for slow walking, adjust expectations up front and sweeten the option fee to compensate.Here, try doing the same but $500 + $500 not likely.
