Now the basement smells like sewer, and the sheetrock walls are all covered in mold. as are the lower parts of 2 couches.  

I moved out of the house I bought in May- fully rented that out (my last room) and moved into the house which was gutted on March 7th...slept on friends couches/ floors for about a week, then just crashed on a futon mattress on the floor for another 2 weeks....work is still in progress but almost done.

Another time they charged me almost $150 to remove a couch.  

I've encountered several relatives that posed as landlords, and maybe some of them really were...letting the tenant couch-surf with them in between real rentals.

Things seemed to be solved.A couple months ago, we did an inspection and found that they once again had roaches, and that they were feeding the little buggers (dirty dishes on the countertops, overflowing garbage, living in their refrigerator, eating dinner on the living room couch, not mopping up spills).We have sent them a letter telling them that they need to clean things up, and to work with the on-site manager to set up a time to admit the exterminator.

Most folks won't live on their college buddy's couch for very long, and the solid renters you want aren't living in Ma and Pa's basement forever, nor are they triple stacking with several other families in one home. 

She's been through tough times and currently living off someone's couch so I'm thinking a pay-per-job scenario might be best initially.

Once the cabinet bottom falls out or water starts dripping from the ceiling on them while they sit on the couch, then its a emergency.
