Easiest to talk to that person's local bank who will connect with USA branch lending (for example if you have hsbc premier account, they will arrange a US mortgage). 40% downpayment, and interest rates normally 1% above the current rates for US residents. 

Since its in such an early stage that's hard to say.

So my first fix and flip is under contract, been inspected, appraised and is now in the final stages for closing.

I was wondering if I were to change jobs by the end of the year how would that affect the refinance stage.

I live in CO so there's not much we can do but make arrangements to have all of the patio furniture brought in from the balconies. 

I want them to leave but I want to do it like they are actually making the decision to leave which I wasn't thinking that telling them they will need to qualify and giving them a head start up that the rent will be increasingly by November to give them adequate time to find other living arrangements if they can't handle the increase or the new qualification and lease requirements.

You could probably refi for $100K down there, perhaps more with proper staging.
