The caller/motivated seller simply wants an all cash deal what will eradicate the problems she's having with the bank foreclosure situation.My question to you guys is: Can I help her at this moment in time?

There is no guarantee that it could be completely eradicated especially that it is in a difficult location.

I can't  totally eradicate the infestation with one bug bomb,  but I think I am doing all I can legally and will have the colony eventually wiped out if I can keep the slow steady pressure on.

Eradicate the pests, clean up the surroundings, and repair the physical damage caused by the pests.

My exterminator has advised me that eradicating the roaches will take multiple visits - one every two weeks - until the roaches are gone.  

The City of Independence stated that they have been trying to get USREEB to fix the issue for almost 2 years & I was never even notified of such issue.The tenant moved out Aug 2017 & the property management company kept charging me utilities upwards of $400 when the property was vacant & did not/could not provide me proof or answer why.The bottom of the kitchen sink cabinet was missing & had fungi growth that was never cleaned and replaced.

There may be bad crime elements that can't be immediately eradicated,  perhaps the area is stigmatized such that home owners won't buy there yet, or maybe the economy will take a dip and renovation will come to a standstill?

My suggestion would be to take the tips in Set for Life and do your best to reduce or eradicate your largest expenses... housing and transportation.

We have an inspection scheduled for tomorrow morning so I'll know more then but was curious if you were able to successfully eradicate the odor of cats in your house?
