The enforcement of that law would likely only occur in Class A areas where most of the homes are owner-occupied or in situations where someone tried to turn a modern home (one that that hasn't historically had multiple tenants) into dual units and upset the neighbors in doing so.So long story short you are probably fine renting both, but when you are riding that fine line there's always the potential for an issue.

I believe pennsylvania is a tax deed state where they don’t sell the lien but you bid on the tax amount to get title to propertyThey first have what is called an upset sale where you are bidding on tax amount BUT are responsible for any mortgages on the property.If a property does not sell at upset sale it goes to judicial sale where all other liens are essentially wipedThat is it in a nutshell but do your research

The question simply is I start out with property a and I am an investor and I'm done upset this job such as a wholesale deal so I talked with property a and I'm going to set up a contract that states I am going to be the buyer and or my partner and this property is going to go for $20,000 and then I'm going to go out there and find a third party which that is part of this question who is that third-party?

I can't say that I would, just because I want to build trust with the seller, and I feel as though if I were to make an offer before actually seeing the home, I may need to tweak the price lower afterwards, which may cause upset, distrust, and hesitancy.
