Make sure the terms under which the MB gets a fee is spelled out so if the rate changes or terms that were quoted you can back out.

Claiming ignorance of the law is no defense...I believe state laws can be MORE restrictive, but cannot be less restrictive than federal laws, so the state can add gender identity, even though federal doesn't spell that out.
