Given the lease does not stipulate a charge, I don't think a judge would get upset with you for passing on the costs they incurred by not complying with the payment provision.

The law enforcement agency receiving notification that abandoned property has been towed by a towing company shall search the records of the department of revenue and provide the towing company with the latest owner and lienholder information, if available, on the abandoned property, and if the tower has online access to the department of revenue's records, the tower shall comply with the requirements of section 301.155**.

If this is the case, there are probably a few additional code requirements you'll have to comply with (which means added construction cost) so you better have an extra unit or be able to add value to the property quite a bit.

Just as @Michael Gravallese mentioned, it would be best to contact a local architect or engineer to review in what state the home is in now and advise on the things which would be required to comply with current code.

You might find the kind it currently is has oversaturation for your local market but one that caters to the other categories is in short supply and high demand.Once you decide on hotel type you want to operate at ( make sure it will comply with the flag agreement or you might want to switch flags or going independent) then go research the other properties.
