Never invest in any city on Neighborhood Scout’s 100 most dangerous cities list.Low operating cost - Every dollar lost to operating costs is a dollar you don't have to live on.

My belief is you can succeed in both markets, but statistically coastal CA has historically done better (case Schiller top 3 markers for total return on residential RE for this century are CA cities, neighborhood scout ranks virtually every coastal Ca city as 10 out of 10 for this century). 

I would say though that you should meet that PM in person so you should have scouted the area.  

I am a scout for properties in the Dallas Tx and surrounding area.

Hit Memphis and Nashville for sure and then scout out the surrounding areas.

Bigger pockets is an excellent website but I'm talking about, websites that help with scouting neighborhoods.
