I’m thinking of using some of the refinance money to start the garage conversion by doing the portion where the roof needs to be raised which is the hardest, most expensive part.

The sellers are arguing that they have paid the bills and recently replaced the roof and are not abandoning them.

At one condo I owned they kept the monthly fees low but during my ownership had a "special assessment" for new roofs and later had a "special assessment" for paving the parking lots. 

how would i know which issues take priority over others (i.e. replacing roofing, fixing plumbing)?

Leaking toilets not installed properly, gaping hole in roof, holes left in siding, tile laid incorrectly which will need to be replaced, not installing the back splash properly.

You get a few doors but only one roof/boiler, to fix.

maybe the roof was just done but the furnace is 25 years old.
