You gotta also keep in mind Pittsburgh's zoning laws which I am not familiar with.

While most of the people are pretty good and probably have a thankless job, there are definitely some with the good ole boy network and very political. 

20% down is doable for a lot of lenders, 15% down is available in some cases but will come with horrific terms. 

But especially with him being a Real Estate Agent in the area, I'm sure he has a good pulse on the market with buyers and renters in the area.
