I'm thinking that repairing the plumbing leaks and getting the soil dried out could be a permanent solution.

What is the best overall water metering company you have found when it comes to ease of installation, reliability, and the cost of the equipment and monitoring?

It's not a perfect solution, but for us, we don't change the availability of a unit until we have a signed contract.
