I am inclining towards holding it for atleast the next 2 years to see how my move works out and keep the house incase I need to return back. 

Personally, I would also be more inclined to work on a market where you have fewer rentals available.

Any construction will come with LOTS of permits.I don't know SLT market, it's CA and im in NV, but I've helped more than one person sell in Incline and buy in Reno because the numbers work better for them.I suggest you look into property taxes, and tenant protections of NV vs CA. 

At this point, with the amount of threat there is to the multi-family market, I'd be inclined to refuse as it may be "throwing good money after bad".
