BUT, if the tenant never calls (which most don't if they simply disappear) they become delinquent by the utility company and then they come out and physically disconnect the electric and Gas REGARDLESS OF THE LANDLORD STATUS INFORMING THEM TO SWITCH OVER.

I don't think that's allowed for a residential mortgage.The big problem is you have a disconnect between the loans you're paying and the loan you're giving your buyer. 

@Amanda, first turn off your water meter at the city side, then disconnect your side lateral line that is connected to the water meter. 

One Idea i had was disconnected this water line from the upstairs bathroom so that the only functioning  bathroom would be downstairs?

If S8 is not rising annually you need to drop all S8 tenants and get out of the system.If there is no additional financial benefit to renting S8 ther eis zero incentiveto be in th eprogram...except maybe for disconnected landlords.

If they're plastic, it'll work for a while, but PVC and ABS are hard to get paint to stick to on a long-term basis.If there's a satellite dish on the roof, you may have to disconnect it temporarily while roofing. 

There is a real disconnect between investors and general contractors.

Once they say it's safe to go in the water, disconnect the power to the water heater and HVAC equipment.

Check local rental listings to see what other SFH rentals are including or not including, and/or call the number & ask.Also, check with the utility companies to see if they offer a "landlord" account system, so if/when utilities are disconnected the service & billing roll back over to you.
