We have allowed all that negative propaganda to fester in our system and to believe that there is no hope for the future.

So there may be 10-15 years of routine maintaince that has festered. 

With a Home Warranty, the tenant is more likely to get things fixed and not procrastinate and allow them to fester and it limits the cost above the service call to the owner.

I would rather know about a problem than let it fester and cause property damage or have resentful tenants.

These situations typically just fester and create more friction between tenants and management when they go on without being repaired.

Unfortunately, these things tend to fester in an environment like we have now:   markets on upswing, lots of demand for contractor services from both investors and home owners who are getting ready to sell their properties. 

This will be a big job because the bed bugs can really go anywhere in the units, the carpet, between the baseboard and the wall, and anything else that has a place for them to fester.
