You are simply taking money from some class of people and giving it away freely to another class of people. 

They typically provide education and also have classes/courses to take.

Unless they are cooking meth in a room they don’t want you to see or find the body in the freezer. 

Paying for a Section 8 investment course is the equivalent of an aspiring cook paying for a course titled: How To Boil Water
