Each unit has its own forced air heater and 48 gallon water heater.

We have a duplex where on one side, the previous owner moved the hot water heater from the attic down to the small kitchen and made it an under cabinet installation.It's pretty small....probably 30 gallon, electric.Tenant is complaining about lack of hot water.  

Regarding septic tanks 2 homes per tank is fine assuming tanks are at least 1000 gallons.

WHY the car sellers know west coast has higher wages and folks can afford more.. same with GAS even though in CA there are refineries all over the place but the Bay area has some of the highest gas prices in the country.Same with Aviation fuel we pay 5 bucks a gallon I can get it for 3.50 in small airports in Montana I frequent.. and they have to truck it much further... pricing is what the market and economy will bare.

Home depot has maintenance paint here in Florida for like $28 a 5 gallon but it is flat white so I buy one quart of high gloss white for like $7, dump it in and mix it all together and when I paint it looks like semigloss and performs well...and I am all in for $35 for 5 gallons.

HWTs are not that expensive in Washington state even for a 50 or 80 gallon tank.In Washington state as long as you are the property owner you can do your own work, pull your own permits and arrange the inspection yourself.
