If your tenants are good and pay their rent, are not destroying the place, and are being honest and telling you about their guest, I would be inclined to allow the guest to stay for an agreed upon period.

Pets can ruin carpets and flooring and stain walls.Kids who are not supervised and parented correctly can damage drywall,plug up toilets,destroy back yard landscaping,etc.They're both something you have to deal with one way or another but at least with pets you can charge a deposit!!
