I do not know if it will be cost effective, but my first step is to see if it is possible and then I will investigate costs. 

I'm definitely biased, but I'm also not alone in saying that Cleveland would be a great place to investigate.

Drove around to get a sense of the neighborhoods (fairly new to GA) and checked out: SW ATL (Pittsburgh, East Point...) may be  worth further investigation.

@Nicholas Pedrick I’m also in the process of investigating turnkey investments and what I’m coming across is that some of these providers are cash purchases only because they will never appraise for asking value to get lending because, as already mentioned here, their prices are inflated.

Even I've got a few performing notes I'm looking to sell, and investigating all these platforms to do so.

@Kallie Krammes, you may ASK a tenant to sign a new lease and do a background investigation, HOWEVER, if the tenant does not agree, there is nothing more to be said.  

However, you should investigate the 203k (from the FHA family) loan through this website and with others who have used it, this would allow you to incorporate rehab costs into the sale of the home.Another option is to find a cosmetic rehab.

I can’t remember why I was told not to buy property inside the Corp, but I am going to investigate it again.

The attorney did find the paperwork from Wells Fargo with the foreclosure stating they did a good faith investigation to find the heirs back in 2007 and none came forward. 

I have people on video stealing with the license plate very visible and they won’t investigate.
