It's an emotional response from an immature Landlord, not a professional.if a tenant tells me they will be five days late, I remind the late fee will be charged on the 5th.

Something you may want to look up and if correct remind yourself landlord. 

Remind them once they move, that you will need to keep some of the deposit to cover the last bill...like Lynnette said.Find out where the meter is and do a reading when she leaves...then do the math. 

They will send late charges, reminders to the tenant etc.

Remind her that she signed the lease and it stated XXX day's notice and what the penalty was for breaking the lease early.
