This can be corrected/renegotiated but at this point your FIL doesn't have the best track record in acting in a timely manner with them. 

If you properties are in good repair, your reduce if not eliminate risk of somebody getting injured because of your inaction/negligence.

Just another example of how screwed up our "advanced" society has become.I would start by calling the police and reporting a break-in. Act

TN requires a special state license for 1 to 4 units and I am talking 1 to 4 units if its true commerical property no NMLS is required.. for fun you can pop my name into the Nmls data base I am in active but keep up on my CE so all the information is there its a great public service tool.  

Engaging in acts of violence or threats of violence, including but not limited to the unlawful discharge of firearms, prostitution, criminal street gang activity, intimidation, or any other breach of the Lease that otherwise jeopardizes the health, safety or welfare of the Landlord, his Agents or Tenants. 

If you can find a property for the right price, that cash flows without assuming rent increases, in a good location, plan to hold on to it long term, without over-leveraging then inaction would be the enemy.
