Chief of Police says we need a lawyer because we can’t discriminate against a person staying as a guest, even if he is a convicted sex offender because he is no longer on parole.

I also have 15 years of government operations management experience managing multi-million dollar budgets, including real estate transaction, and currently am the Chief Financial Officer for Santa Barbara County's Alcohol, Drug and Mental Health Department, where I am responsible for managing a $106 million annual budget for FY 14-15. 

There is no require to live there or file homestead or it being primary residence.Seems to me the only requirement is I could lease or sell it within a year, and the only question should be if that's both units or just one.I am thinking of going over their heads and calling up the chief building official and ask for clarification.
