Day night and all in between looking for ANYTHING that could be a red flag (gangbangers, graffiti, broken windows etc) When I see kids riding bikes, fruit vendors on the corner, you know its not super terrible.

The issue is, from my understanding he does not fully recognize all the rehab that needs to be done to be compared to housing prices nearby (600k~).I do not want to take this guy for a ride, but I also do not want to overpay, all while trying to be respectful when making an offer.

I'm not Alina and I don't want to speak for her, but one potential angle that one can take is that a 7 to 10 year holding period might be relatively safer than a 3 year holding period at this moment in time because a good syndicator will secure a 13 year term loan at a nice low rate and will be able to ride out the next down cycle.
