Since you already know you'll be moving out of state prior to that your intent is to not OO, and to purchase with that knowledge would be considered fraud/misrepresentation.As far as buying OO when you already have a primary, as long as you have lived there for a minimum of 1 year you have fulfilled your OO commitment.

As someone who has spent the bulk of the past 6 years giving away information and spending thousands of hours working hard to help others be successful, I can attest to the fact that it can often be a thankless undertaking and the opportunity cost is tremendous (though don't get me wrong, it can be very fulfilling as well).
