I would like a fee schedule where I would pay per call if possible, as opposed to a monthly rate since most things I will take care of myself, except those items listed above since I’m not in the area. 

Same thing with your HELOC, if it's a $0 payment, it's a $0 impact.Not discouraging the purchase by any means, but food for thought: "There's no free lunch" if you're getting a below market rate from the builder that's getting paid for in the purchase price.

We have try to accommodate all the items she pointed out, but this seems to be unnecessary.

Remove food that can rot, empty the trash, flush the toilet, etc.

Just add it as an item that comes up.

Shelter is a “human need” according to NASA, along with water air and food.   

Capital expenditures (CapEx) are typically items that will be used in the course of business for more than 1 year.

In my opinion, I think this is a tenant responsibility and they should food the bill. 

After a more careful review of the PMA I do see a line item that references termination of either party.
