In March when the tenant moved in, I provided a vehicle registration form and informed her that it needed to be completed and submitted to the HOA in order to remain compliant with community rules (instructions for submitting the form was provided).

They have to pay the water bill AND the rent check in full to be compliant for paying rent for the month.

A safer bet may be to send a noncompliance for the condition of the apartment after completing an inspection or a noncompliance for both.After sending a noncompliance letter, the authorized tenant has 20 days to rectify the non-compliant behavior.
