A 1300 sq. ft. home should easily have room for a two bed apartment in the basement that would normally generate 3\4 , or more, of the rent of the upstairs.SFHs without a secondary suit rarely generate much positive cash flow.Adding a bed room will not pay for itself after the costs to make it code compliant. 

Probably outta make sure you are compliant and don't leave before those are met.

They have to pay the water bill AND the rent check in full to be compliant for paying rent for the month. 

Some quasi real estate investments that would also be 1031 compliant would be oil and gas and mineral rights.

A safer bet may be to send a noncompliance for the condition of the apartment after completing an inspection or a noncompliance for both.After sending a noncompliance letter, the authorized tenant has 20 days to rectify the non-compliant behavior.
