If I turned off the utilities in my name, by the time the new tenant got a service appointment with the utility provider to turn on their utilities (adult must be home for gas), all the pipes would have burst.

If so, if I was you, I would buy a 4 or 5 bedroom house in College Park (where the occupancy law is up to 5 unrelated adults can live in a house) that is walking distance to the University of Maryland and move into it and rent out the other rooms and hopefully you can live for free and maybe even make a little money.

I find that strange because in my 25 year adult life, I have never intentionally or accidentally punched a hole in any door or wall.Also speaking to point 2 about charging for time, you are best to hire everything done.

Children are not allowed to be children, adults live in constant fear.  

Despite violations of the program rules (additional adults living in the unit, unreported income to the program), multiple documented violations of the lease, 3 weeks unpaid rent during the eviction process, and providing post move-out photos of the extensive damages at their request, she did not lose her benefits.  

Make sure all adults who occupy the unit are listed as "jointly and severally" liable.
