The right answer is to test small and scale with success...Invest what you can to start... it might be 200 postcard stamps for cards to the 200 houses in a subdivision with owners that have lived 10+ years in a subdivsion with high turnover.

So saying that licensed plumbers, electricians, hvac contractors dont know what they're doing is absolutely BS because the tests here are not easy at all and takes years of experience to get to the point of even being able to take the exam.Not sure if you operate in NJ but here's some laws you can cite if you do:45:5a-18 exempt work: see if you plan on doing electric work yourself.  13:32-4.1 (d) applies to plumbers who allow unauthorized people to use their seals/ stamp permits and are subject to penalties and sanctions. if you do operate in NJ or plan to know what you can and cannot do without a license and know the scope of work. 45:14c-12.a fines can total up to $10,000 for first offense and not more than $20,000 for each subsequent offense.

So I sat them down and said if you want to say there you're going to have to be more than just bums, you must at the minimal pick up your own mess, clean our own utensils and bowl and anything you use must be asked before usage, keep the absurdly loud obnoxious arguments to a minimum and continue contacting family members to help them, but most importantly you MUST have a job by the end of August, 2019 so that you can pay rent and get your food stamps cause I can not afford to feed the 2 people.

I think the financing terms are best and I don't waste money on closing costs (2 sets of lender fees, state tax stamps, ect) for the second settlement.

.- Permitting in your jurisdiction, most jurisdictions I have worked in require an architects stamp for commercial work, in general its the unknown unknowns that can come up with people trying to do these types of projects on their own (and the associated liability should something avoidable occur in a building) that the cities are trying to avoid.
