The I-40 corridor from Greensboro to Wilmington seems to be where most of the developers (residential, light industrial, commercial and retail ) have their eyes pointed.

I have been told that the common areas such as the hallways, stair cases, any outdoor lighting have to be put on a separate meter when renting out a multifamily home.

That may be possible for a light rehab and rental, but not a flip.

If your light on cash you may want to learn how to wholesale or buy and flip first so you can get some working capital and a cushion.

If you want to hold for a while take a look at the cities light rail and the future plans.  

This also came to light after we just upgraded the entire Circuit Breaker Box.

Consider the effects of color  - dark will darken the room even though it looks classy and, if it gets nicks, the scratches will show the nicks more than a light color (same thing for cabinets). 

I would say the 100k reno budget is a little light of an estimate for a house that size and how much work you think will need to be done.
