The building has a stone foundation that can be accessed from a crawl space that is below the entire lower level unit.

Without an exterior "beam", water may be running into the crawl space.

Google the Utah real estate agent/investor who went to his property to demand rent and ended up killed and stuffed in a crawl space just because the tenant's didn't want to pay or be threatened to pay.

Assuming you are doing a drywall ceiling you need to ventilate this space some how and treat it like a crawl space, is one option.
