I think is more to avoid paying a pet deposit/rent and circumvent a pet policy that might disqualify dangerous breeds, exotic animals (heard of birds, snakes, pigs claimed as ESA) and/or paying a liability insurance (e.g. dog bite).

All birds must be confined in cages and not allowed to reside outside their cage.Farm and exotic animals are also prohibited.Special consideration is given to “Service Animals” that assist a tenant with special medical needs - proper documentation is required.
