In small towns it is the town plus any immediate rural population.  

If you aren't changing at least one small detail you are probably doing it wrong or not fully engaged, in each update session.

Annual revenue for a small 2bed 2bath cabin is basically the same.

It was taking weeks and months to make small progress on these properties, and I was getting discouraged at the lack of progress.
