I have done things like offered to pay some utilities, buy a flat screen TV and mount it, 1 month free and then spread it out over the lease term, etc...

I'm up in Skagit - Anacortes and Mount Vernon areas specifically.

One unit has a wall mounted gas heater like nothing I've ever seen and the other unit has a free standing gas fireplace. 

You may think to take out the unattractive window units and install the new mini room air conditioners that wall mount and come with remote controls.

An area close by (Newburgh) has a popular college (Mount Saint Mary College) where students opt to live off campus (similar to Albany). 

I really like areas such as Dormont, Mount Washington but wonder if that would be catching lightening in a bottle.
