Hey @Roman Romaniuk just in case you are still having this problem, I know that the rule of thumb is usually if a deck is 30 inches or more off the ground, then it needs a permit and would need one to extend.

But I have good tenants so on the one hand when they fix something minor without charging me or screwing it up I figure; alright that's one less hassle/trip I had to do so maybe it's OK to let it slide.I agree that if you give a tenant an inch they will take a mile and them getting it in their head that they can do "repairs" to lower the rent is a very bad idea.

I gotta argue w/ the HOA president every day denying my repair requests (even though I pay 20.5% of my rent toward HOA) & threatening to fine me for tenant violations.Here's one that came up the other day - 1/4 inch crack on the foundation (on a slab).
