I know the landlord tenant law situation in Minneapolis is not great, but I don't think you have enough of an economic delta to make it worth while to go OOS.

And it goes without saying, contributing to safe and comfortable housing for people is a great reason to invest in real estate in general and I always strive to be the best landlord I can be. 

I have no idea about Oregon law, but based on what you wrote, hire an attorney.It's never a good idea to do it yourself in anti-landlord locations.
