I think the main steps include filling out and submitting an application and then attending the hearing the following month to have it voted on.

As a fellow New Yorker myself I can tell you that prices will not make house-hacking easy or even worth the time and money your going to burn through.I highly recommend attending various networking events and deciding what kind of investing you want to ultimately do (I'm assuming this house hack method was designed to help you achieve something long term). 

Attend your local REI meetups and connect with everyone in the community.

Attend real estate events, join online communities, and connect with experienced investors to find off-market deals or gain insights.

Attend your local REI meetups to build up a strong network and feel free to reach out and connect with everyone in the community.

I recommend attending the next Red Stick REIA meetup in BR if don't already do so.

They are not attending conferences that you commonly see on these forums, they are not running marketing constantly.  

I have closed multiple deals by attending these events.
