Then you'd want to account for that in your models.I certainly wouldn't expect car wash bays and a pet bathing center on your property, but as you go down the list of amenities there might be some that are considered standard for your area.

They want a dog and we have no pet policy in place. 

My lease agreement specifies that upon receiving written notice to remove the pet, the tenant has 10 days to permanently remove the pet from the premises.

The value add opportunities for this property are, higher rents (28% increase), shifting the cost of water/sewage & gas to the tenants, include a coin laundry service and collecting pet fees/rents.

I'd choose the pet over the smoker and charge a monthly pet fee.
