Madison has seen overall very large assessed value increases the last few years, but with those big moves up in tax base assessed values, the mill rate (to get the money the city needs) has typically then fallen. 

Looking for an investor friendly Attorney & Title Company that does transactions in the Madison County/Huntsville AL area.

I went to the Madison County Courthouse (IL), who were (and are) very helpful in describing the process, much was as described in Joshua Dorkin's guide.

Your initial question asked how much Space Command would affect the market in general - the answer is less than 1% as we already have a severe housing shortage in Huntsville/Madison proper.
