Can anyone provide their thoughts on what else would be in the letter, and what format, method of delivery etc.?

If you make an arrangement with an agent I would suggest just agree on a price per delivery of inspection report.  

If there's any cash from me left in the property at any time...I'm behind...and I have that much at risk.The faster I get ahead, the less risk I have...and the further ahead I am.Like I've said before, I have yet to figure out how to pay for a pizza without cash, because I don't know how to figure out which part of my house is paid off (equity) so I can give the pizza delivery person a brick from that part of the house.

You should follow the landlord tenant act in your state regarding delivery of pay or quit.
