WA State: Small Claims Action (Owner to Tenant)

Greetings BP Community,

I am interested in filing a small claims action against a prior tenant of mine whom lived in a unit I own in Snohomish County, City of Snohomish, Washington State.

Situation: The tenant left with damage to the unit above and beyond his damage deposit as well as unpaid rent on 5/12/2014. To be more specific, he owes me $812.92. I sent him a Move Out Report/Letter which stated that if he paid me $500 I wouldn't take him to a collection agency. He agreed and then never followed-up, and never sent me the money (I have a text message of him telling me he is going to pay the $500). 

Time went on, I got busy, I tried to call a few collection agencies (5 now to be exact) and not one of them has ever returned a call or email. I have now been interested in pursuing small claims as it would be good to learn anyhow. 

The problem I have just run into is that I need his new address so he may be served the claim; however, I am unable to find this. The Post Office will not provide the forwarding address and I am not sure how else to track the bastard down. Does anyone have any suggestions or tips for me to move this action forward?
