Once I fix and up the curb appeal and freshen the interior (Total of $3k in reno) I feel $650 is 100% doable.

Corrected utility billings, implemented conservation efforts, such as replacing all exterior light fixtures, tightened policies and increased curb appeal and remodeled office & interiors.

I would choose laminate over butcher block, Laminate will not turn off any buyers assuming it is neutral where as butcher block has an appeal to a select market.

Usually price and pictures/curb appeal will be the main factor in getting people in the door.

@Mitchell Litam IMO curb appeal can be essential to getting good tenants.

Would they detract from the exterior appeal? 

I would like to purchase the home from the owners but am unsure how to approach it in a way that is appealing to them.

That being said, NJ is a very lazy state and nearly never revals unless there is an appeal or a mandated revaluation from the county of state.
