For example, the windows are the original single pane - some are hard to open, in winter the some of the storm windows get condensation, but I don't think I'd want to replace ~20 windows.

It does vary by area and property but if you (the owner) pays for electricity and you have 30 year old single-pane windows you can guess why expenses can be high.
