You have a few options:1) Call code to close down the apartment for unsafe conditions2) If you do want to use the legal system, go through with it - dont worry about more damage. 3) Call PD for drug use and they will close down the apt in conjunction with code

Also regarding the NACA loans (had one buyer try that once and it actually failed, but its a really new program to our area) If i had a proven lending source that a buyer has been drug through the mud for a few months, i'd be willing to pay a premium for them too.
