ours is the highest in town.. our 2k single level is 300 a foot. the average new build in town is 242. 

Someone with a smaller economic delta will ultimatly give up, because it does not make sense - for example: Milwaukee is better than Chicago and its less than 2hrs away, but the difference in property value, rents and incoem level is not sufficient to make up for the difficulties and extra cost.One of the key things that I did was start without a PM back in 2008.

Something that is 3 to 4 levels BEFORE you get to the basement level is incredibly expensive foundation wise and the lot is pretty poor in my opinion.As far as the type of pool it depends.

The lowest priced policy may be worst use of your money if the coverage level is too low (in terms of limit but also in terms of what is covered). 

I think you need to get the police involved at some level I would not rent a property, ever under those conditions.
